在一政府科研机构持H1B（这是我第二年）工作，合同02/2017到期, 准备递交EB-1a。请问时间上来得及吗，谢谢

-I think so. You can file I-485 when the PD is current even if the I-140 is pending. After you file I_485, you are legal to stay in US even if you don't have a status (e.g. H-1). You also can use premium processing for I-140 if necessary. You also can do H-1 extension or transfer.
