Lately I experienced something similar to yours. In the end my case is that H-1B got approved within a week of I-129 filing. At the beginning I was worried about that LC or something like that could take too long. But actually LCA takes a few minutes for the employer to submit online. It seems to me this LCA is for H-1B (non-immigration) only, and the LC under PERM is the prerequisite for your immigration steps later on. They are not the same as I experienced.
