2nd H1B needed for consulting?

I am working a full-time job with an H1B. If I perform consulting job for a 2nd company, do I need to apply for a (part-time) H1B from the 2nd copany in order to legally get paid? Is it possible to set up a company in my name and self-employ to get the pay? Thanks!
