H1B convert to Green Card

Hello,
I am a H1-B visa holder, and am applying for green card thru citizen's marriage, i had my finger print and INS interview done 2 monthes ago, and i received a letter from INS today stated:

"You have failed to establish eligibility for employment authorization under 8 CFR 274A.12(a) or (c).
Your application for employment authorization has been denied"

What does this letter mean? Have i already been rejected or what?
Please help!!!
