-No. But you still need to file it again if you want to be H1. So, why waste money to do it later?

实在不想再到中国签证。

-The h1 pending or approval does not mean you have to get the h1 visa. If you do not want to be h1, you do not need to get the H1 visa even if the h1 is approved during your travel. So, the H1 pending there does not hurt you anything. But it only benefits you if you want to be h1 later (get the visa).
