H1B RFE请教

我收到了h1b RFE. 从未听到过h1b RFE.

情况如下：Sr. Civil Engineer. H1B Transfer from Company A (in Virginia) to Company B (in Indiana).现有 Professional Engineer licenses in Virgina and Ontario.但没有Indiana的PE license.

移民局ask for license in Indiana.

公司的律师经验不足，不知如何应对为好。请大家指教该如何应对。
