-If you file your H1 transfer before you laid off or before the H1 I-94 expires (not laid off), you rH1 approval will have I-94 and thus, you do not need to go outside US to get the H1 visa. Otherwise, if the H1 approval has not I-94, you need to go outside (e.g. China) to get the H1 visa to come back.
