TN-1/H1-B application???

In order to apply for a TN-1 or H1-B visa, do I need a Canadian university degree? I have B.S. and M.S. degrees in China. Pls kindly give me some ideas on this. Thx!

BTW, I am working in the industries of communications and electronics.
