-Yes, the transfer/extension is valid for e.g. 3 years . But you can not use this withdrawed I-140 to extend or transfer your H1 again after the extended h1 expires.

but will it affect my PD carry over?

-You still can use the old PD even if the I-140 is withdrawn.
