8 teacher, his time is tight, even if only about 20 days H1B left, he can still go back to china right now and stop the H1B clock, and wait in china until his perm is approved, I-140 is approved, then have his employer extend his old H1B 3 years?

-Yes. Even if he wants to change his status to f1, he still needs to leave US immedaietly to stop his H1 status clock and then, apply for the F1 visa to come back. If he changes his status to F1 within US, his H1 clock is still running during the chnage of status pending and will run out before his F1 is approved because the change of status takes several months to approve. Thus, he has no chnage to get back to the H1 status anymore unless he stays outside US for one year.
