Also based on the AC21, the conditions to extend your H1 beyond the 6 year limit are to file the PERM  or I-140 at least one year before your H1 reaches the 6 year limit, or you have an approved I-140 before your H1 reaches the 6 year limit. In other words,  if you do not meet the above requirements before your H1 reaches the 6 year limit, you can not extend your H1 beyond the 6 year limit. So, I think what your lawyer said is wrong.
