If u applied H1 when there is a quota, even if it is a non-p research, still u took a quota, so your transfer is fine later to anywhere.

but, say, if u applied H1 when there is no quota, say March this year, you H1 takes a quota, then when you want to transfer to a non-pforit, there is a problem.
