H1B六年满,NIW 140已批,H1B已经延过一年.本月底过期,找到新工作以后还可不可以延?

-Yes. You can do the H1 transfer. 

 听说移民局有新规定,延期必须提前四个月进行.现在还来得及吗?

-You can file the H1 transfer or extension before it expires, not 延期必须提前四个月进行 but can 提前 up to 6 months before the h1 expires. Use premium process if you want to get it approved quickly.
