现在想去加拿大签H1,听人说第一次签证只能回国签，请问有这个规定吗？

For the advance PIMS verification,  I don't think you will have this probelm because USCIS has required all employers to provide two copies of the H1 petition materials  when they file H1 petition, one is for H1 petition, and another for PIMS. So, your h1 is in the PIMS after your h1 petition is approved. So, not need to worry about that.
