After you TN to H1, you should have an I-94 with the H1 approval notice, so check it with the employer to find the approval notice (I-797B) and get the I-94. The copy of the H1 approval notice you got is I-797C which does not have I-94, and only the I-797B your employer got has I-94. So contact your employer (HR) or the lawyer to get the I-94.
