-Normally 2 to 4 months, but if you use premium processing, you can get it approved within 15 days.

-Yes as long as your L1 does not expire yet. Otherwise, you can not work until the E3 or H1 is approved.

-Yes at least until the end of this year.

-Only h1 has the 加急服务.Pay $1000 more by filing I-907 (your employer need to do that, not you). E3 does not have "加急服务".

可以在美国境内申请吗？
-Yes for both E3 and h1.
