please help with H1B application, Thanks very much in advance

My hu*****and is using OPT for his job right now, and his OPT will be expired on Jun 29. His firm submitted H1B application for him on Apr 16. So far we have not heard any information of approval or denial about his application. My questions are:
1. Can he continue to work after Jun 29 even his H1B application is not finished processing by USCIS?
2. If he cannot work after Jun 29, can he stay legally or he has to switch to H4(I am a H1B holder)?
