What should I say to potential employers about my status?

H1b transfer is not an option now, right?
-Yes, you still can do H1 transfer if your current I-94 is still valid.
Do i need to say I need new H1b application to start working?
-You had better have the h1 transfer approval to work

What if H1b quota for this year runs out?
-You do not need a new quote for your H1 transfer.

Can my new employer apply to reactivate my first H1b?
-This is not your new employer's business. If your transfer is approved fully with a new I-94, you just work for the new employer and need to do nothing. But if your h1 is approved without a new I-94, you just go out of US (e.g. China) to get an H1 visa to come back to reinstate/reactivate your H1 status. So, nothing worry about that.
