What do you mean by 激活 H1B?
Whether is H1B is 活 or dead, the counting will start from the approved date listed in the approval notice.
If the H1B is approved from Oct 2008 to Oct 2011, s/he will only get I-94 till Oct 2011 regardless when s/he reenters US.
