My h1b is only valid to August next year since I could only extend for a year because when I extended h1b, my I-140 haven't been approved.
-Using premium processing to get it approved within 15 days, and thus you can extend your h1 for another 3 years beyond six year limit.

What if I transfer to another site for the same company, can I extend my h1b next year?
-Yes. Just ask your employer (in the new location) file an H1 amendment before you move to the new location. The I-140 will still be valid in this case.

When I transfer I have to have a valid h1b, is that mean I cannot have gap in h1b during transfer?
-It is not transfer, but H1 amendment. Your employer/lawyer should know this. Of course you have to do it before your expires (equal to h1 extension). This is your employer's business, not yours. So, talk to your employer/lawyer about this issue.
