H1b renewal is approved, but without I-94

H1B renewal application is approved, but no I-94 on the Notice.
So I need to go out to get the visa. My application file for the H1B renewal stated that the Embassy in China will be informed.
My question is that I have to go back to China to apply for a visa? Or I can go to other countries such as Canada and Mexico to do this?
