urgent:H1-b and layer

Two urgent question:
I want to hire an attorney to apply H1-B, in the G-28, the agreement of statement, can I sign with the attorney, or the employer has to sign with attorney? the second, can the attorney pay the filling fee and premium process fee for me, or the employer has to write check to pay these fee.

Please give me a help, if you know.
