H1B transfer issue, please help

Currently I am holding a H1B. I am going to transfer to another employer in DC. The new employer is very fussy about the application. The process has been going since the middle of July. Around the end of August they told me finally they were ready to submit the application. I assumed they had submitted it. But I kept asking if they received the receipt. They kept saying No. my question is how do I find out if they have submitted the application and check if the receipt has been sent out. Is it normal taking so long to get receipt? Xiaobaitu, peterjiang or other masters please help me.
