加拿大新移民申请H1B必须要有北美学历吗？

在VARS.COM上看到这段话：
“Consular officers (in Canada) may refuse to issue a visa to H-1B applicants if their education and /or work experience is solely or predominantly from a country other than the U.S. or Canada. ”
我只有中国和欧洲的学历，拿到了美国公司的offer, 是不是H1B没希望了？
