Apply H1B visa in Canada

I have a H1B approve notice only and I will go back to China in November. I am thinking to apply H1b visa when I have Canada trip next month. Does somebody can tell me is it hard to get H1B in Canada nowadays? In case I didn't get visa, Can I still come back to US with I-94?
