1. concurrent H1B: As long as you still keep the cap-exempt job, you can start immediately for the concurrent job, no quota needed. You need anti-fraud $500 fee, but no need of $1500/$750 ACWIA fees.
2. If you have EAD at hand, you can work. You cannot work before EAD approval. Using EAD may invalidate your H1 status.
