It seems that you want to start working for new company as soon as possible. If you have I-140 approval notice copy, you can do H1 transfer now and get 3-year H1B with the new company. If this might anger the I-140 sponsor to withraw your approved I-140, better do H1 transfer using premium processing. Once you get the new 3 years with new company, that three years will be valid even if I-140 is later revoked.
