GC vs H1-B end date

The ending date of my current job contract (with H1-B) is Dec. this year, and
will be discontinued after that. I probably (or not) can get a new H1-B job
from another company. My question is: Can I submit my green card application
(NIW) before the ending date of my current contract? After Dec., is the case
still valid? Thank you very much.
