For Canadian citezen,if you are working in USA with EAD.You have no Visa status.When you apply for H1-B Visa sucessfully,you only get approval notice without I-94.You have to return canada and come in USA again to get I-94

For Chinese Citezens,they have to go out of USA to activate their H1-B
