关于h1-b renew的时间限制问题

我的h1-b明年6月底到期，跟我们医院人事部的人说了我想现在就file renew的材料，可是他们不同意，让我明年一月份再file,说是移民局有规定，只能在到期前的6个月之内提交材料，不能提前file.请问各位，移民局真的有这规定么？ 多谢多谢。
