H1b如果失业，可以拿unemployment benefit吗？

前提是H1b可以转成配偶的H4，所以可以合法留在美国。那么H1b如果失业转成h4，可以拿unemployment benefit吗？

我听同事说，必须有绿卡才行。
那我就无比气愤了，如果没有benefit，凭什么要我们交social security?
