请问：我们可以在新加坡签H1B/H4吗？

情况有点复杂。
我在美国，H1B，485pending，AP。
老婆在新加坡是student pass。我们刚在新加坡结婚。
我们可以在新加坡携签H1B+H4吗？
领馆的网上说
Any person who is legally present in Singapore may apply for a visa here.
但是
Applicants who are not residents or citizens of Singapore are generally advised to apply in their country of nationality or residence.
还有
Applicants from other countries will have an extremely difficult time in showing these types of significant ties to Singapore and would do better to apply in their home countries.
那到底是可以还是不可以？我们签H visa并不需要ties，是不是就没有这个问题。
网上似乎也有一些非新加坡PR申请美国签证的例子。
但就是找不到确定的答案。_:o
