Your status is not H-1 yet until you work for the employer who sponsored your H-1b. So, you can not do H-1b transfer to another company until you have H-1 status. In ther words, you have to work for the H-1 sponsor for a while to get the payckeck, and then you can change your job unless another company can file a new H-1 petition for you.
