H1B Transfer Questions, please Help

New employer mailed out the H1B transfer petition for me last Friday (9/12), using premium processing.

From the reading online, someone says one can starting working for the new employer as soon as the petition is filed,so in my case, I can offcially start working for the new employer anytime now, however someone says one has to wait until the receipt notice, which one is correct?

How long it usually takes to receive the receipt notice? _:o
