不知H1bTRANSFER的细节,请版主和白2解疑?

EB3,I-140 denied after RFE received by TSC. my current company owner told me on last Thursday she made her final decision that she would not appeal for her petition that indicated my case is totally dead. My current status is H1B 7th-9th valid until Dec. 2010. I drove 8 hours for an interview today and the new company owner wants to hire me and hopes that I can start to work for him as soon as possible. I should say my position and work are the same at both companies.

I showed him the USCIC webpage information related to H1b transfer and the premium processing at his office but he said he is not good at internet and he never hires any alien workers before. he hopes that I can do all the document work and he signs, pays and submits them to USCIS. I couldn't down load the I-129 form at the new owner's office because his computer has no Adobe Reader. I don't want touch any more on that machine. I decided download the form I-129 at my home, fill my personal info. and email to him, let him finish other fillings.


Actually i don't know how to transfer H1b to a new company.

My questions:

1. Are there any special requirements for 7th yrs H1b transfer with denial of I-140? If yes, what are those requirements?

2. the current fees for premium processing $1,000.00, filing $320.00. what else does the USCIS have to charge with H1b transfer under pp?
