H1B,怎样才能知道这个新单位是不是“非盈利机构”？

在美国大学做Postdoc,最近在美国一个institution下属的一个研究中心找到一个Scientist位置，该单位的性质是这样定义的：
It was created through an act of Congress and is an official Trust Instrumentality of the Federal Government. 我的位置是non-Federal employee，工资由该单位的Trust Foundation支付。请问：

1. 这个单位算是“非盈利机构”吗？H1B不占名额吧？

2. 为了避免中间出现Gap，如果现在开始办h1B的Transfer手续，什么时候辞去现在的位置，留2个月的时间Transfer够用吗？
