Help - 2009 h1b transfer

I just got my H1 approved this year, which will be effective in Oct 2008. However, days ago I got news that all of our group would be laid off at the end of this May. Pjiang, Xiaobaitu and other experts, please advise if I will lose this h1b quote. If I find a job soon, can I file an H1b transfer? If a find a job after Oct 1, 2008, can I still file an H1b transfer? Thanks.
