请指点-H1-B 第3国签证 Tijuana. Thx!!!

H1-B visa holder wants to go on vacation to other countries, plans to apply a visa back to US in Tijuana. My H1-B is still valid till next year. But Tijuana only takes renewal cases. I'm confused here. Could any one please help me verify whether my case can be processed there. below is the msg:

Consulate Nogales is currently accepting only renewal cases for applicants who already possess a still valid visa in the category for which the applicant will be applying in Nogales. if the applicant schedules an appointment, but is unable to present a still valid visa in the category which is being applied for, post will not accept the application.
