皮匠老师和其他达人请帮忙--H1B DIY

亲爱的老师们，

我在帮我弟弟DIY H1B，他人不在美国，也没有美国的advanced degree, 是第一次办H1B。在I129表中，

1）Part2, question4, “Prior Petition”，应该不填是吗？

2）Part2，question5, 应该选b吗？b是“Change the person's status and extend their stay since the person are all now in the US in another status”。我弟弟现在不在美国，可以选b吗？如果不可以，应该选哪个呢？

3）Part3, question2，should I leave it empty?

4) Part4, question4, 这个应该check yes还是no啊？

5）Part7。For person preparing form，应该填我自己的information吗？还是空着不填？还是填sponsor公司的information?

6）我弟弟是博士学位，不过sponsor公司提供的职位只需要本科学位就够了，那是不是没有必要填有博士学位？

7) 申请人的学位成绩单是中国的，需要通过education evaluation service来公证吗？

8) Premium processing有用吗？
