有这么可恶的HR吗?A校转到B校,HR said my H1B not transferable!!HELP!!!

我现在 A 校做post-doc, 有H1b. 下半年要转到B校做post-doc.但是B校,HR said my H1B not transferable!!
请问如何说服B校 HR transfer my H1B!!!! 多谢了各位大侠!!!!
