H1B legal fee reimbursement

Filed H1B visa in July last year and I myself had to pay both legal fee and filing fee. The company did not pay anything at that time and said that I will get reimbursed 12 months later after filing. Do you think this is legal? If not, how can I get the fees reimbursed.

Not sure if this is good place for this kind question. Please help.
