在H1B Transfer 中，如何知道自己原先是否占有名额

我正在从non-profit转换到for-profit，在我原先申请non-profit H1B时，支付了$1000费用，这是否意味着我已经占有名额？

在我的I-129W表中，PART A General Information

3. Is the Beneficiary an exempt H-1B Nonimmigrant?
我原先的律师填的是yes, 然后选择（b)- Or is the Beneficiary has a master's or higher degree in a speciality related to the employment.
是否这样我就属于exempt,不占有名额了？
