Thank you Pjiang! I actually emailed AC21 to her, but she insists that I do not belong to either of the provisions: 365 days passed after filing I-140, (in my case, I already got it approaved) or approaved I-140 with PD not available, (In my case, I filed 485 already) SO am I eligible under them?
