H1b extension 被据， 小白兔，Pjiang请帮忙！！！！！！！！

原因是忘了交ETA9035(被REF后补交， 不过为时过晚)。

现在notice已经送到，拒了我的申请，但是可以30天内appeal, 表格是I290B.

请问：

1.我应该直接再申请一次h1b还是该用I290B? 我能再申请h1b吗？
2.I290B上面有appeal和motion两个选项， 请问两者区别是什么？哪种更好？
3.Motion下面有reopen和reconsider两种， 请问哪个更好？
4.由于我是485pending, h1b extension已经fail, 现在我是不是已经是AOS状态了？ 那么这样是不是只能用EAD， 即使重新申请到h1b也没有用？


如果不能工作， 等待期间我应该选择带薪休假还是停薪休假？
