Apply for OPT or H1-B?

I got a MS in electrical engineering in USA in 2003. Then, I went to another school to study for a PhD in another major.

Two days ago, I got an offer. I will be hired as an electrical engineer, which is not related to my current major. The company wants me to start working as soon as possible.

According to INS, OPT can only be used in the field that is directly relative to current study. Does this mean that I cannot use OPT? How about H1-B?
