1. your H-1B will be effective from the day on your approval notice. (See the approval notice, under Notice Type, you will find "Valid from ..........")

2. If you don't join the current company and want to file another H-1B for the future company, then you will need the quota. The safe way is that you work for the current H-1B employer and get a paycheck stub, then when you file another H-1B, it's a transfter and it does not need quota.
