H1B1 is not an entitlement.
A post doc in a university is allowed a lower prevailing wage standard based on employer's survey results.
Or if you wage is high enough or your employer is not afraid of lying(usually only happen to a privately individually own business boss), you can go for OES standard and get immediate LCA approval.
