I don't know about applying in China, but the background check doesn't happen only in China.
I just heard a case where somebody got checked when applying H1B visa stamping in Vancouver. Usually that has something to do with a relatively "sensitive" field the applicant works in. For your reference, in the case I heard about, the applicant worked for a regular company on Integrated Circuit design.
This incident shows that it's possible that you get checked in Canada too.
