ASK her for postoffice delivery information/confirmation. If she said she sent it on April 15, you/she should have got the receipts by now. If now, report to the Provost/President IMMEDIATELY and get her fired.

When the HR woman in my university mishandled my case, I reported her first to the HR director and then the Provost/President. The woman has since resigned.
