Some states allow H-4 to pay in-state, others requires out-of-state. It's certainly not fair to pay out-of-state, as H-1 parents pay state tax, too. H-4 can't take any jobs, even on-campus. If you kid is good, he can apply for private college. He can't get Federal aid, but he can receive scholarships.
